Joseph Hill is bureau chief of Special Populations and Emergency Services for the Ohio Department of Mental Health and Addiction Services' Office of Community Support. In that role, he manages and coordinates community behavioral health support services that address health disparities and ensure cultural competence in services. He also serves as the agency's representative and liaison to the Ohio Emergency Management Agency and is a disaster expert and consultant for behavioral health response, mitigation and recovery strategies.
Hill has 25 years' experience delivering services related to behavioral health care, employment, law enforcement, criminal justice, hospital safety and therapeutic care. After the 9/11 terrorist attacks, he was a member of the governor's mental health team that went to New York. After Hurricane Katrina, he was a leader on Ohio's behavioral health team.
Hill is a former Health Committee chair for the Ohio Commission on African-American Males. He has a master's degree in education and counseling and is a trained community mediator.
