Biography 

Lt Col Pedro J. Munoz is the Individual Mobilization Augmentee (IMA) to the Director of Operations (DO) for the Information Exploitation Sqdn, Global Exploitation Intelligence Group, National Air & Space Intelligence Center (NASIC), Wright-Patterson AFB, OH. He led 105 airmen performing collection, exploitation and analysis of air, space, and cyber space information. Also, Lt Col Munoz is a federal employee at NASIC since 1998 where he has held several leadership positions as lead intelligence analyst on unmanned aerial vehicles (UAVs), Russian military doctrine & air defense systems, denial and deception, and US 3rd party technology transfer. He has authored, contributed, and briefed a broad range of allsource intelligence analysis & integrated predictive assessments supporting: US military present in South America; Joint Combine Special Operations Task Forces (IRAQ, COL, AFG); EUCOM; AFRICOM; SOUTHCOM; US Embassies (Air Attaches and Army FAO); and the intelligence /acquisition community (IC/AC). Since 1999 he has served as a Defense Threat Reduction Agency (DTRA) U.S. weapons inspector on START (Russia), CFE, and Open Skies treaties performing monitoring and inspections (active and passive) on foreign weapons systems. He also led the source selection acquisition of a $140 million 7-year contract and became the Contracting Officer’s Technical Representative (COTR), monitoring over 70 active tasks in threat R&D. Lt Col Munoz provides to SOUTHCOM leaders advise on: political-military operations; cultural expertise; coordination and implementation of security cooperation programs, and Foreign Material Sales (FMS).

Lt Col Munoz was born in Brooklyn, NY, and grew up in Ponce, Puerto Rico. Lt Col Munoz attended the University of PR and earned an A.S. in Civil Construction Engineering and a B.S. in Mechanical Engineering. He worked as project engineer/manufacturing supervisor and subsequently moved to Columbus, Ohio, for graduate school. He completed a M.S. in Analytics at Wittenberg University in Springfield, Ohio. Pursuing a career in aerospace engineering, he worked as a mechanical engineer, project manager, business development manager, and contract manager for Belcan Engineering Group (BEG) in Cincinnati, OH from 1990 to 1998. As BEG engineer assigned to GE Aircraft Engines in Cincinnati, OH, he was member of the design team for military aircraft engines: F118GE100 (B-2 Stealth Bomber); F100GE110 (F-16 Fighting Falcon); and F110GE129 (F-16 and foreign F-15 Strike Eagle).

Lt Col Munoz’s military career began 1989 when he enlisted in the United States Air Force (USAF) Reserves as aircraft maintenance & aircraft battle damage repair (ABDR) specialist. Prior to commissioning as an Air Force Officer in 2003, he rose through the enlisted ranks receiving a promotion to Master Sergeant (E-7). As a SNCO, he was in charge of training over forty aircraft technicians; he maintained certifications as an ABDR technician and assessor on C-130, A-10, and F-16 aircraft. In 2003, he attended Officer Training School and received his officer's commission. He was assigned to the Defense Intelligence Agency (DIA) detachment at NASIC. In 2004, he deployed to Baghdad, Iraq, as a member of the DIA Iraq Survey Group (ISG), Weapons of Mass Destruction (WMD) team, air delivery system search team (SCUD missile and aircraft), and the Regime Strategic Procurement team. After returning, he continued his officer career as: an air and space laser intelligence analyst; Open Skies weapons inspector; Base Honor Guard member (volunteer); foreign denial and deception analyst (EUCOM), and foreign IADS intel analyst (SOUTHCOM). He deployed in 2008 to Colombia, assigned to USMILGRP as U.S. Intelligence Planner / U.S. Army 7th Group Special Forces team member. He was integral in the successful search and rescue mission of three U.S. military contractors held hostage by the narco-terrorism organization FARC in the jungle of Colombia.

After returning from second deployment, Lt Col Munoz performed as lead of the EUCOM and SOUTHCOM focused Denial & Deception (D&D) and force employment analysis team, and later as assistant team chief at NASIC Ops Analysis Center (NOAC). He assisted AFSOUTH Theater Security Cooperation IADS activities in Colombia. As an Integrated Air Defense System (IADS) analyst and Battle Damage Assessment (BDA) analyst, his expertise was a critical resource in the military air campaign against Libya (2011). He also served as a global technology transfer analyst and as the deputy lead for the IC pilot acquisition project. Additionally, he coordinated contributions for the Haiti earthquake relief (2010). In 2012, Lt Col Munoz deployed to Afghanistan (3rd deployment) as DIA Joint Document Exploitation Center Detachment Chief in Kandahar and in Forward Operating Base (FOB) Salerno in support of the Combined Joint Special Operations Task Forces (CJSOTF-7th GRP SF). He has delivered expertise across a broad spectrum of subject areas in garrison & abroad, providing briefing in U.S. Embassies and military bases in Afghanistan, Canada, Chile, Colombia, Denmark, Germany, Greece, Iraq, Italy, Morocco, Peru, Qatar, Russia, and United Kingdom. Lt Col Munoz is married to Dr. Maria E. Jimenez (Veterinarian) and they have a son and a daughter.
